Create attachment

Need permissions: NOTE or RW or CREATE
Required parameters:
- The value of “SessionName” field of /auth/login response - main token
- TicketID - ticket id or
- ArticleID - article id.
- File:
- Content - content in base64 format.
- ContentType - content type.
- Filename - file name.
